Emergency preparedness begins with building strong community. Studies show that most people who get help in an emergency get it from their neighbors, before official responders can reach everyone.
Woodstock Neighborhood Emergency Team (NET) can help you and your neighbors get prepared and build community resilience. NET volunteers get free training from the Portland Bureau of Emergency Management (PBEM) and Portland Fire & Rescue. Learn lifesaving skills to help neighbors during emergencies, big or small.
Woodstock NET is actively recruiting new members, and we’d love to meet you! No prior experience or training needed.
Woodstock NET organizes monthly trainings on topics including first aid, radio communications, urban search and rescue, fire suppression, disaster sanitation, and many others. Trainings are open to all; no previous experience needed. Join our email list for invites and updates.
Join your neighborsReady to take the next step? Sign up to become an active NET Volunteer. You'll get 28 hours of training from PBEM and Portland Fire & Rescue. Active NETs are eligible for deployments and more advanced training, including CPR/AED, Wilderness First Aid, HAZMAT awareness, advanced radio communications training, and more.
Become a NETPods are small groups of neighbors (2 or more nearby households) with a shared interest in helping each other during emergencies. Pods help build neighborhood relationships, expand social connections, and share emergency prep skills. If you're interested in joining or leading a pod, get in touch!

Our NET training covers disaster response — this workshop covers the community organizing skills to build strong neighborhood ties before disaster hits. Practice the 1:1 conversations and first-meeting basics that turn interested neighbors into a community preparedness pod, and leave with a starter kit of tools, a plan for your first outreach, and a group to check in with along the way.

Twice a year, NET teams all over the city role-play a disaster scenario and practice search and rescue, triage, radio communications, and Incident Command Structure. Lots of fun, and a great way to practice the skills you learned in basic training. If you're still waiting for a spot in Basic NET Training, you can participate as a Spontaneous Unaffiliated Volunteer (SUV). Registration opens in October.
